‘U’ In Unified Pension Scheme Stands For Modi government’s U-turns

The Congress on Sunday took a jibe at the Centre over its announcement of the Unified Pension Scheme, saying the ‘U’ in UPS stands for Modi government’s “U-turns”.

The Opposition party’s swipe came a day after the Union Cabinet approved an assured pension of 50 per cent of salary for those who joined the service after January 1, 2004, under the National Pension System (NPS).

Fulfilling long pending demands of government employees ahead of assembly elections in Haryana and Jammu and Kashmir, the Cabinet meeting, chaired by Prime Minister Narendra Modi, approved the Unified Pension Scheme (UPS), which assures guaranteed pension.

Taking a dig at the government, Congress president Mallikarjun Kharge said, “The ‘U’ in UPS stands for Modi Govt’s U-turns!

Post June 4, the power of the people has prevailed over the arrogance of power of the Prime Minister.” “Rollback in the budget regarding Long Term Capital Gain/Indexation. Sending Waqf Bill to JPC. Rollback of Broadcast Bill. Rollback of Lateral Entry,” Kharge said.

“We will keep ensuring accountability and protect 140 crore Indians from this despotic government!” the Congress chief said in his post on X.

The new pension scheme also guarantees an assured minimum pension of Rs 10,000 per month on superannuation after a minimum of 10 years of service.

This option scheme will benefit 23 lakh central government employees, he said, adding that the number would rise to 90 lakh if state governments want to join the scheme.

Announcing other features of UPS, Union minister Ashwini Vaishnaw had said an assured family pension will be provided to the spouse of a deceased employee. In addition, there would be inflation indexation on assured pension, assured family pension, and assured minimum pension.

With the addition of all these features, it marks the transformation of the National Pension System (NPS), which promised pensions based on the contribution made by employees and the government.

The announcement came against the backdrop of several non-BJP states deciding to revert to the DA-linked Old Pension Scheme (OPS) and employee organisations in some other states raising demand for the same.

NPS has been implemented for all government employees except those in the armed forces joining the central government on or after January 1, 2004.

Under the Old Pension Scheme (OPS), retired government employees received 50 per cent of their last drawn salary as monthly pensions. The amount keeps increasing with the hike in the DA rates. OPS is not fiscally sustainable as it is not contributory, and the burden on the exchequer keeps mounting.

As Israel launched a series of intense air raids on southern Lebanon early on Sunday, Iran-backed militant group Hezbollah said it fired more than 320 Katyusha rockets at 11 Israeli military bases and barracks in a tit-for-tat attack.

Katyusha rockets, created by the Soviets during World War II, are among the primary weapons in Hezbollah’s arsenal, which it has used extensively in its offensive against Israel.

The term ‘Katyusha’ is a colloquial nickname that was derived from a popular wartime Soviet song of the same name, which became associated with the rocket launchers due to the song’s popularity among Soviet troops.

The development of the Katyusha rocket system began in the late 1930s when Soviet military engineers were exploring ways to improve artillery capabilities. They focused on creating a weapon that could deliver a high volume of explosives quickly over a wide area, which led to the concept of a multiple rocket launcher.

The first Katyusha rocket launchers, known as BM-13, were developed by a team led by Georgy Langemak, Boris Petropavlovsky, and Andrey Kostikov at the Reactive Scientific Research Institute (RNII) in the Soviet Union. The rockets were designated as M-13, where “M” stood for “Mina” (mine in Russian), and “13” represented the caliber (132mm) of the rockets.

The rockets were simple, unguided, and stabilised with a solid-fuel propulsion system. They were mounted on a variety of platforms, including trucks (most famously the Studebaker US6 trucks provided by the United States through Lend-Lease), which allowed for quick deployment and mobility.

The launchers could fire multiple rockets in rapid succession, creating a “storm of fire” that was highly effective against enemy troop concentrations and fortifications.

Katyusha rocket launchers were first used in combat by the Soviet army in July 1941, shortly after the German invasion of the Soviet Union. The first recorded use was against a German artillery position near Orsha, Belarus.

Purpose and Capabilities: Hezbollah, a militant group based in Lebanon, has used Katyusha rockets primarily as a form of indirect fire weaponry against Israel. These rockets are typically employed to target populated areas, military installations, and infrastructure within Israel.

Katyusha rockets are valued by Hezbollah for their simplicity, ease of transport, and ability to be launched from concealed locations, making them effective for guerrilla-style warfare.

Range and Impact: Katyusha rockets used by Hezbollah typically have a range of up to 20-40 kilometres, although some variants may reach up to 80 kilometers.

They are unguided and can cause significant damage due to their high explosive warheads, though their lack of precision means they are often used in saturation attacks to compensate for accuracy.

Deployment and Tactics: Hezbollah usually deploys these rockets in salvos from concealed launchers, often mounted on trucks or placed in hidden launch sites. This tactic allows them to fire multiple rockets quickly and then relocate to avoid counter-battery fire.

Hezbollah’s use of Katyusha rockets is part of a broader strategy to exert psychological and material pressure on Israel, contributing to a form of asymmetrical warfare.

Katyusha rockets gained particular notoriety during the 2006 Lebanon War, when Hezbollah fired thousands of these rockets into northern Israel, causing civilian casualties and significant disruption.

The continued use of Katyusha rockets by Hezbollah has led to ongoing tension and conflict in the region, with periodic flare-ups resulting in rocket exchanges and military responses.

Meta has blocked WhatsApp accounts involved in “a small cluster of likely social engineering activity” on the service.

In its report, it has revealed that it traced the activity to APT42 (also called UNC788 and Mint Sandstorm), which the FBI previously linked to a phishing campaign that targeted members of the Trump and Harris camps.

The company said that the suspicious activity on WhatsApp “attempted to target individuals in Israel, Palestine, Iran, the United States and the UK.” It also seemed to have focused on political and diplomatic officials, which included people associated with both presidential candidates.

The bad actors on WhatsApp pretended to be technical support representatives from AOL, Google, Yahoo and Microsoft, though Meta didn’t say how they tried to compromise their targets’ accounts.

Some of those targets reported the activity to the company, which compelled it to start an investigation. Meta said it believes the perpetrators’ efforts were unsuccessful and that it has not seen any evidence that the targets’ accounts had been compromised.

It still reported the malicious activity to law enforcement, though, and shared information with both presidential campaigns.

Earlier this month, Google also published a report detailing how APT42 has been targeting high-profile users in Israel and the US for years. The company said it observed “unsuccessful attempts” to compromise the “accounts of individuals affiliated with President Biden, Vice President Harris and former President Trump.”

While Google described APT42’s attacks as “unsuccessful,” the group had successfully infiltrated the account of at least one high-profile victim: Roger Stone, who is a close political confidante of Trump.

The FBI previously reported that he had fallen victim to the phishing emails sent by the Iranian hackers, who then used his account to send more phishing emails to his contacts.

Modi Says Those Who Commit Crimes Against Women Won’t Be Spared

In a strong message amid rising concerns over crimes against women, Prime Minister Narendra Modi on Sunday assured that those committing such offences “will not be spared.”

Speaking at the Lakhpati Didi event in Maharashtra’s Jalgaon, PM Modi addressed the recent nationwide outrage over cases like the Kolkata doctor’s rape and murder, the Badlapur school sex abuse case, and the Assam gangrape.

“We are strengthening and making stricter laws for criminals who commit sins against women,” the Prime Minister said.

PM Modi highlighted the government’s efforts to enhance legal frameworks and enforcement mechanisms, including the introduction of amendments to existing laws and the creation of new systems to make justice more accessible to victims.

“Earlier, there were complaints that FIRs were not filed. We brought the BNS [Bharatiya Nyaya Sanhita] and made a lot of amendments,” he said. “If a woman does not want to go to the police station, she can file an e-FIR. Nobody can change or tamper with an e-FIR.”

On the issue of crimes against women after marriage, PM Modi noted that his government has introduced specific amendments to the BNS to address such concerns. He assured that the central government stands firmly with state governments in tackling crimes against women.

“Today, I challenge you – keep the seven decades of previous governments on one side and put 10 years of the Modi government on the other scale… The amount of work that the Modi government has done for the sisters and daughters of the country, no government has done after Independence,” he said.

The Prime Minister was in Jalgaon to interact with ‘Lakhpati Didis,’ women members of self-help groups who have achieved an annual income of Rs 1 lakh. During the event, PM Modi felicitated 11 lakh new Lakhpati Didis and disbursed bank loans totalling Rs 5,000 crore, benefiting 25.8 lakh members of 2.35 lakh self-help groups (SHGs).

Since the inception of the Lakhpati Didi scheme, one crore women have joined the initiative, with the government setting an ambitious target to make 3 crore women Lakhpati Didis, news agency PTI reported.

Lauding the Eknath Shinde dispensation’s focus on empowering women and fostering economic growth, PM Modi remarked, “Mahayuti government means a government for development.”

“It’s important to turn the page to move forward in life and that’s why I am announcing my retirement from international and domestic cricket,” Dhawan said in a video message.

“I am leaving with peace in my heart that I played for so long for India. I tell myself not to feel sad that you will not play for India anymore, but to feel happy that you played for your country.”

Dhawan made his international debut in 2010 and is ending his career with 24 hundred, including 17 in ODIs and seven in Tests across 269 international matches.

Bengali Actor Levels ‘Misbehaviour’ Charge Against Malayalam Filmmaker Ranjith

A Bengali actor (Sreelekha Mitra) has levelled an accusation of misbehaviour against eminent Malayalam film director and chairman of the state-run Kerala Chalachitra Academy, Ranjith, spelling fresh trouble for the Pinarayi Vijayan government which is facing opposition heat on its alleged inaction over the Justice Hema Committee report.

The report had revealed instances of harassment and exploitation of women in the Malayalam cinema industry, prompting calls for action against the guilty.

The filmmaker has reportedly rejected Mitra’s charge and said he was the ‘real victim’ in the case.

Key LDF constituent CPI was among those seeking a probe into the allegation of Bengali actor Sreelekha Mitra, who has recalled a years-old incident in the backdrop of the ripples being created by the Justice Hema Committee findings.

“The person concerned (Ranjith) is a big name in Malayalam film industry and a national award winning director. I went to his residence to discuss an upcoming film project and I did not like his behaviour. He made certain advances subtly and I felt uncomfortable while we were discussing the script,” Mitra told PTI in Kolkata.

He did this without her consent and she her made her disapproval very clear.

“I immediately communicated my decision not to be part of the project any more, left the place and came back to Kolkata the next day,” she added.

“I don’t know if he has treated other female actors in the film industry in the same way. It is upto them to open up or not if they had faced similar situation. May be his power and influence played a role for others to not to speak out,” she added.

Mitra said she did not have any such experience in the Bengali cinema industry, but that there could be similar situations for other female actors as well with regard to someone. Such women should muster the courage and speak out without any fear.

“The incident in Kerala was years back…but it is heartening that women are speaking out with greater vigour and conviction against any form of misconduct now, taking out rallies, and I am looking forward to the day when number of any instance of gender abuse, misconduct will go down and women will not have such harrowing tales any more,” Mitra added.

In Kerala, many demanded Ranjith stepped down as the Chairman of the film academy. Several people including well-known filmmaker Dr Biju came out against Ranjith.

While opposition Congress said it expects Ranjith would step down as film academy chairman, BJP said he has no moral right to continue.

CPI national leader Annie Raja urged the government to carry out a probe based on Mitra’s allegations and wanted to keep Ranjith away from the position during investigation.

Kerala Cultural Affairs Minister Saji Cheriyan assured the government would not protect anyone who had committed a wrong.

If the allegations against Ranjith were proved, action would surely be taken against him, he said in a Facebook post on Saturday.

He told the media earlier that Ranjith is one of country’s eminent filmmakers and that he had already responded to the actor’s allegation.

“The allegation raised by the actress and the reply given by Ranjith are in front of us. If she has a complaint, let her come here and lodge a complaint. Then we will take action in accordance with the law,” he said.

No case can be registered based on just allegations and such cases wont stand, Cheriyan added.

He underlined the government’s support for women who face harassment at their workplaces and said stringent action would be taken against wrongdoers.

Health Minister Veena George said all facilities and support would be provided to the actress to lodge a complaint against the director.

“If she wishes to go ahead with the complaint, the government will provide all facilities for the same. The government’s stand is clear in this. The CM has already made it clear that the government won’t protect wrongdoers,” she said.

Higher Education Minister R Bindhu said action would be taken after understanding the facts in the issue and said she expects the government would do it, as a woman has come up with such a complaint.

Sharing similar views, Women’s Commission chairperson P Sathidevi said she came to know about the allegations about the actress through the media and if it is proved correct, Ranjith should step down as academy chairman.

Opposition leader V D Satheesan also said Ranjith is an acclaimed director who has contributed several good movies in the Malayalam film industry.

“As a friend and as a brother, I request him to step down as film academy chairman. I think he will step back from his current responsibility,” the Congress leader told reporters

BJP state chief K Surendran attacked Cheriyan and Ranjith and said both of them should quit.

“Ranjith has no moral right to continue in the position. A victim herself has come up with the complaint. She raised the allegation openly….before the public society,” he told a press conference in Thiruvananthapuram.

He accused Cheriyan of challenging the legal system in the country by defending Ranjith.

Annie Raja said the actress has raised the allegation and named the accused person also.

“So, the government should carry out a probe into it and action should be taken based on that. When such a probe is being carried out, he should be kept away from the position of Academy chairman,” she said. The legal system permits him to return to the same position if the allegations are proved wrong.
