The Pentagon finds itself in a difficult position as it tries to replace $10 billion worth of arms sent to Ukraine, but lacks the necessary funds due to congressional disputes.

This ongoing issue has left the Department of Defense (DOD) unable to replenish military supplies that have already been provided to Kyiv. The impact of this funding shortfall will ultimately be felt by the US military.

According to a senior DOD official, who spoke on the condition of anonymity, the department has been unable to replace all the weapons and supplies that have been sent to Ukraine.

The official expressed concern that without the necessary funding, the readiness and stockpile of the US military will be affected.

The DOD has been waiting for congressional approval of President Biden’s supplemental request, which includes funding to backfill military supplies already provided to Ukraine, Taiwan, and Israel.

The delay in approving this legislation is due to partisan bickering on Capitol Hill, leading to months of inaction. The DOD had previously announced in December that it would not be able to send additional weapons to Ukraine until the supplemental request is approved by Congress.

This recent acknowledgement by DOD officials highlights the significant funding gap of $10 billion that exists for replacing depleted stocks. While the Pentagon unveiled its budget request for fiscal 2025, it still lacks a full budget for 2024 and is operating under a continuing resolution.

This stopgap measure freezes spending at the previous year’s levels and prevents the initiation of new programs. As a result, concerns are growing among US officials about the diminishing arsenal of Ukraine’s forces, which includes shortages of ammunition and air defenses.

Furthermore, there are fears that the US itself may face shortages in its weapons supplies if stocks are not replenished. The $10 billion funding gap only covers the cost of replacing munitions and other weapons already sent to Ukraine.

It does not account for the increased presence of American forces in Europe since Russia’s invasion, which involves training Ukrainian troops and supporting allies in Eastern Europe. These additional costs are currently being borne by the US Army.

The DOD official emphasized the urgency of approving the legislation, highlighting the dire consequences for Ukraine if assistance is not provided.

They noted that Ukraine is currently low on ammunition and engaged in active combat, and emphasized that there is no other industrial base in the world that can replace the support provided by the US.
